International Organization of Securities Commissions (IOSCO)

The International Organization of Securities Commissions (IOSCO) is the international body that brings together the world’s securities regulators and is recognized as the global standard setter for the securities sector.

IOSCO develops, implements and promotes adherence to internationally recognized standards for securities regulation. It works intensively with the G20 and the Financial Stability Board (FSB) on the global regulatory reform agenda.

IOSCO was established in 1983 and its membership regulates more than 95% of the world’s securities markets in more than 115 jurisdictions and includes all the major emerging markets.

By providing high quality technical assistance, education and training, and research to its members and other regulators, IOSCO seeks to build sound global capital markets and a robust global regulatory framework.

The membership of IOSCO has resolved to:

  • Cooperate in developing, implementing and promoting adherence to internationally recognized and consistent standards of regulation, oversight and enforcement in order to protect investors, maintain fair, efficient and transparent markets, and seek to address systemic risks;
  • Enhance investor protection and promote investor confidence in the integrity of securities markets, through strengthened information exchange and cooperation in enforcement against misconduct and in supervision of markets and market intermediaries;
  • Exchange information at both global and regional levels on their respective experiences in order to assist the development of markets, strengthen market infrastructure and implement appropriate regulation.

Africa / Middle-East Regional Committee (AMERC)

The AMERC is one of four regional committees constituted by IOSCO to focus on regional issues relating to securities regulation in the African / Middle-East region. It was established in 1992 as the umbrella body of capital market regulators in the region. From an initial six members the number has grown to 25 members including the AMMC. The 40th IOSCO/AMERC meeting which is open to AMERC members only will be held on 24th of January.

The AMMC is delighted to host the 40th Annual Conference of the Africa / Middle-East Regional Committee (AMERC).

Acting as the Financial Market Authority, the AMMC was established by “Dahir”, (Royal Decree) establishing Law No. 1-13-21 bearing Law No.43-12 and whose mission is to:

  • Ensure control of the activity of different organizations and persons subject to its control
  • Ensure the protection of savings invested in financial instruments
  • Ensure equal treatment of investors, transparency and integrity of the capital market and of the investors information
  • Ensure proper functioning of the capital market and ensure the implementation of legislative and regulatory provisions
  • Ensure compliance with laws and regulations related to the fight against money laundering by individuals and institutions subject to its control
  • Contribute to promoting financial education for savers.
